Candidate Skills and Qualifications:

Required Abilities:
 
• Basic understanding of enterprise systems, SaaS concepts, or financial/business applications.
• Ability to gather, organize, and document system requirements with guidance.
• Ability to analyze and translate business needs into clear documentation.
• Strong communication skills for working with both technical and non?technical audiences.
• Ability to learn technical tools such as APIs, SFTP, ETL, reporting tools, or testing platforms.
 
Required Skills:

• Basic SQL for queries and data validation (training acceptable).
• Basic experience with Microsoft Excel and data preparation.
• Familiarity with file transfer tools (SFTP/PGP) preferred but not required.
• Ability to follow instructions and perform assigned work with supervision.
• Strong attention to detail and analytical mindset.
• Ability to create simple test cases and document test results.
 
 Preferred Skills:

• Exposure to SaaS applications, ERP systems, or financial modules.
• Experience using Microsoft Office Suite (Word, Excel, Outlook, Teams).
• Familiarity with Agile environments (Scrum/Kanban).
• Basic knowledge of reporting tools such as Power BI or other BI platforms.
• Exposure to state government systems such as USAS, TINS, or SPA (a plus but not required).

The CAPPS STARR System Analyst Level 2 provides functional and technical support for the implementation, integration, and ongoing operations of CAPPS STARR, a SaaS-based enterprise resource planning (ERP) solution (CGI Advantage).

This role works collaboratively with the Information Technology Division, Fiscal Management teams, and external vendors to analyze business requirements, support system integrations, validate financial data, and ensure system reliability across both legacy and modern platforms.
The analyst is responsible for supporting system configuration, data validation, testing activities, and issue resolution, while ensuring accuracy, consistency, and traceability of financial data across systems such as USAS, TINS, and CAPPS STARR.
 
 
Key Responsibilities:

  • Gather, analyze, and document business and system requirements in collaboration with technical and functional stakeholders.
  • Analyze and validate system functionality, data flows, and interface outputs across integrated platforms.
  • Troubleshoot system issues, data discrepancies, and interface failures, coordinate resolution with vendors and internal teams.
  • Support and validate integrations including APIs, batch processes, file transfers (SFTP/PGP), and ETL processes.
  • Maintain and update system documentation, including interface specifications, data mappings, and technical artifacts.
  • Develop and execute test scenarios; support regression testing, integration testing, and User Acceptance Testing (UAT).
  • Track defects, issues, and enhancements through resolution using standard tools and processes.
  • Validate financial data and reporting outputs to ensure reconciliation and consistency across legacy and SaaS systems.
  • Support reporting activities using tools such as Power BI and Advantage-native reporting capabilities.
  • Coordinate with internal teams and vendors (e.g., CGI) to support system enhancements, defect resolution, and operational stability.
  • Participate in Agile ceremonies including sprint planning, backlog refinement, and daily stand-ups.
  • Provide production support, including participation in on-call rotation for financial system processing cycles and critical operations.
  • Ensure compliance with security policies, data governance standards, and access control procedures.
