Role Overview
A large public-sector organization is seeking a Senior Business & Data Analyst to support a major systems modernization and referral transformation initiative. This role focuses on improving how individuals access coordinated services through a modern, interoperable referral ecosystem.
The ideal candidate brings deep experience bridging business and IT teams, strong analytical skills working with data and requirements, and the ability to evaluate and improve complex business processes in a regulated environment.
Level Description
- 8+ years of professional experience
- Operates independently and relies on judgment and experience to plan and accomplish goals
- Performs a wide range of complex analytical tasks with significant autonomy
- Demonstrates creativity, initiative, and problem-solving skills
- 5+ years serving as a liaison between business stakeholders and IT teams (e.g., architecture, project delivery, application support)
- Strong background as:
- A Data Analyst (analyzing raw and structured data), and
- A Business Analyst (requirements elicitation, process analysis, and technology evaluation)
- Project management experience and/or PMP certification is a strong plus
Key Responsibilities
- Review, analyze, and evaluate business systems, workflows, and end-user needs
- Translate business strategies into system and process requirements
- Perform business process mapping, reengineering, and optimization
- Identify opportunities to apply technology to improve operational efficiency and service outcomes
- Prepare solution options, risk assessments, and financial analyses (e.g., cost/benefit, ROI, buy vs. build)
- Document detailed business requirements, functional specifications, and user needs
- Assess existing processes to identify trends, gaps, and opportunities for improvement
- Evaluate potential technology solutions and provide recommendations aligned with business goals
- Coordinate closely with internal teams, external partners, and subject matter experts
- Serve as a liaison between program stakeholders and IT teams to support system enhancements and automation
- Support user-centered evaluation activities to assess system effectiveness and service outcomes
Skills & Qualifications Required Qualifications
- 8+ years of experience eliciting and documenting business and technical requirements
- 8+ years of experience communicating complex technical and design concepts to diverse audiences
- Proven ability to write business cases, planning documents, and analytical reports
- Strong verbal and written communication and presentation skills
- Demonstrated ability to gather stakeholder input, develop actionable plans, and execute them successfully
- Track record of strong follow-through and customer-focused delivery
Preferred Qualifications
- Experience working in a government, public-sector, or highly regulated environment
- Familiarity with regulatory or compliance-driven systems and processes
