About the Role:
We are seeking a Procurement & Contract Specialist with strong experience in public sector procurement—especially in the development of complex RFPs within healthcare or technology-focused environments. This is an opportunity to work with a high-impact state agency on mission-critical projects that directly affect healthcare access and delivery across Texas.
Responsibilities:
- Lead and coordinate the development of solicitation packages, including Requests for Proposals (RFPs), Statements of Work, and evaluation criteria.
- Facilitate requirements-gathering sessions (JAD) with key stakeholders to ensure accurate and complete procurement documentation.
- Advise internal teams on procurement strategy, compliance, and documentation in accordance with state and federal guidelines.
- Collaborate with subject matter experts and legal teams to shape program-specific content and determine appropriate solicitation methods.
- Support quality assurance reviews and ensure adherence to procurement processes and timelines.
- Participate in or lead workgroups and training sessions; assist in developing and delivering presentations to management and staff.
Minimum Qualifications:
- 5+ years of experience writing RFPs and coordinating public sector solicitations.
- 5+ years of experience facilitating JAD or similar requirements sessions.
- Demonstrated expertise in developing performance measures and ensuring quality standards on large-scale projects.
- Strong knowledge of procurement and contracting practices, especially those relevant to government or healthcare technology.
Preferred Qualifications:
- Familiarity with Texas Medicaid programs or related health services.
- Experience developing process flows for current and future state models (AS-IS/TO-BE).
- Background in building cost models, pricing workbooks, and financial frameworks for complex solicitations.
- Prior involvement in drafting Advanced Planning Documents (APDs) for federal funding.
- Understanding of the State of Texas Procurement and Contract Management Guide.
- Experience negotiating large contracts within state health or human services agencies.
Certifications (Preferred but not required):
- Certified Texas Contract Developer (CTCD)
- Certified Texas Contract Manager (CTCM)
