Senior IT Project Manager

Location: Austin, TX – Primarily Remote with Occasional Onsite Meetings
Employment Type: Long-Term Contract

Position Overview
We are seeking an experienced Senior IT Project Manager to lead complex, enterprise-wide software procurement and implementation initiatives. This individual will manage multiple concurrent projects involving numerous business departments, technology teams, procurement stakeholders, and third-party vendors.

The ideal candidate has a strong track record leading large, business-critical enterprise software initiatives from initial requirements through RFI/RFP, vendor selection, contract negotiations, implementation, and delivery.

Government or public-sector procurement experience is highly preferred.

Key Responsibilities

  • Lead multiple concurrent, large-scale enterprise software projects from initiation through implementation and operational transition.
  • Partner with business stakeholders across multiple departments to gather, document, prioritize, and validate business and technical requirements.
  • Develop comprehensive project plans, schedules, milestones, dependencies, budgets, and resource plans.
  • Actively manage project risks, issues, dependencies, decisions, and mitigation plans.
  • Identify potential project challenges early and drive issues through resolution and appropriate escalation.
  • Provide clear project status, risks, decisions, and recommendations to stakeholders and executive leadership.
  • Lead or support RFI/RFP and procurement processes for enterprise technology solutions.
  • Work closely with Procurement to prepare requirements and supporting documentation for competitive solicitations.
  • Coordinate vendor questions and responses throughout the procurement process.
  • Facilitate vendor demonstrations, evaluation meetings, and scoring activities.
  • Coordinate the vendor selection process and manage required stakeholder and leadership approvals.
  • Participate in contract development and negotiations, including SOWs, pricing, implementation timelines, milestones, deliverables, and related documentation.
  • Ensure Procurement receives accurate and complete documentation within required timelines.
  • Manage selected software vendors and implementation partners following contract award.
  • Hold vendors accountable for contractual milestones, deliverables, timelines, and commitments.
  • Coordinate integrations between new enterprise platforms and existing systems.
  • Manage testing, implementation readiness, deployment, change management, and go-live activities.
  • Maintain strong communication among business stakeholders, technical teams, Procurement, leadership, and external vendors.
  • Manage competing priorities and deadlines across several projects simultaneously.

Required Qualifications

  • Significant experience as a Senior IT Project Manager or Senior Technical Project Manager leading complex enterprise technology initiatives.
  • Demonstrated experience managing large, business-critical enterprise software implementations involving multiple departments, stakeholder groups, and system integrations.
  • Experience managing projects throughout the full lifecycle, from requirements gathering and procurement through implementation and delivery.
  • Strong hands-on experience with risk and issue management, including RAID management, mitigation planning, escalation, and executive reporting.
  • Experience working with third-party software vendors and implementation partners.
  • Experience holding vendors accountable for project milestones, deliverables, timelines, and commitments.
  • Experience managing multiple complex technology projects simultaneously.
  • Strong stakeholder management and executive communication skills.
  • Experience managing project schedules, budgets, resources, dependencies, and project governance.
  • Strong understanding of Agile, Waterfall, and hybrid project delivery methodologies.

Highly Preferred

  • Government or public-sector IT project management experience.
  • Experience with formal government RFI/RFP and procurement processes.
  • Experience taking an initiative from stakeholder requirements through RFI/RFP development, vendor evaluation, scoring, selection, and approval.
  • Experience facilitating vendor evaluation meetings and managing vendor questions during an RFP process.
  • Experience working closely with Procurement and Legal.
  • Hands-on experience with contract negotiations and documentation, including SOWs, pricing, SLAs, timelines, deliverables, change orders, and contract amendments.
  • Experience managing enterprise CRM, case management, citizen/customer service, records management, document management, or similar enterprise platforms.
  • Experience leading implementations involving mobile applications and integrations with multiple enterprise systems.
  • PMP or similar project/program management certification is preferred.

Projects may include enterprise solutions supporting numerous departments and complex business processes. One example is the procurement and implementation of a CRM solution supporting non-emergency inquiries across more than 18 departments and 200+ inquiry types, including mobile functionality and integrations with other enterprise systems.

Additional initiatives may include enterprise archiving, database, communications, and other technology solutions impacting multiple departments.

The Senior IT Project Manager must be comfortable moving between projects, working with diverse stakeholder groups, navigating formal procurement processes, and maintaining accountability across internal teams and external vendors.

Work Arrangement: This position will be primarily remote, with occasional onsite meetings in Austin, potentially approximately once per month.

The projects are expected to be long-term initiatives, with the engagement anticipated to be renewed annually based on project needs.
